Substitute Project Manager for the Land and Development Unit

The Land and Development Unit is responsible for project management and implementation of the municipality's community development projects and line projects, as well as participating in the development of the municipality's detailed plans and implementation plans. The Land and Development Unit is the municipality's property legal owner and is responsible for the municipality's land holdings, including lease agreements, allocations, and permits.

We are looking for a substitute for a project manager for the Land and Development Unit. You will work with the entire project process, primarily focusing on early-stage projects and detailed planning in the municipality's community development projects. We are looking for someone with experience in community development and land development issues and who has worked within project operations. You will work according to the community development office's project model, leading and coordinating project teams and having overall responsibility. You will work closely with the office's project strategist. The role includes planning and responsibility for the progress, management, financial forecasting, and goal fulfillment of projects. You are responsible for ensuring that the project is carried out in accordance with project directives and established project plans, and you report to the steering group. As a project manager, you will have a unique holistic perspective where you are overall responsible for progress and coordination within the project. This includes preparing and presenting materials for political decisions. You will have ongoing contact and dialogues with developers, municipal residents, and politicians. Antura is used as a project management tool, and Platina is used for service statements, both of which are important tools in the work.

What You Need to Bring

You have at least a university degree in community development, land surveying, or another equivalent education that the employer deems comparable. You have knowledge and experience, 3-5 years, in project management within community development projects.

You have worked with land development issues within community development for 3-5 years. It is an advantage if you have experience working in a politically governed organization or public sector.

You can express yourself well in both speech and writing and are used to preparing materials for decision-makers. Employment Type, Scope, and Start Date

Selection and interviews will take place continuously during the advertising period.

  • Employment Type: Substitute for 1 year for parental leave
  • Scope: Full-time
  • Start Date: From March 2026 to May 2027, or by agreement.
